DYC Hurricane Checklist

When the DYC Dock SOP Dock Hazardous Conditions section is activated the following checklists will be completed to insure DYC facilities are properly secured and reactivated. The base going to Hurricane Condition 3 (destructive weather within 48 hours) requires clearing the dock. This must be accomplished before the base closes entry to emergency personnel only so members must be prompt in removing boats from facility. There may be other non-hurricane events that will also require dock closure and evacuation. Those other events will use this same procedure.

The decision to implement the actions documented below reside with the Dockmaster followed by Assistant Dockmaster, BOG member whom Dock Master delegates the authority to and lastly BOG member assigned by BOG to act for the Dockmaster.

Actions to go to Hazardous Conditions

For the remainder of this document the word Dockmaster shall refer to Dockmaster and/or Assistant Dockmaster.

For each section below notifications will be performed by the Dockmaster or another BOG member as directed by the Dockmaster.

For each section below activities to secure the facility will be conducted by DYC members as directed by the Dockmaster or his/her delegate. Cooperation of all members is expected to complete facility evacuation rapidly.

Order of actions may have to change or be expanded depending upon the specific situation.

Pre-staging notification.

This stage occurs first to notify members and ensure assistance for general membership will be available. This stage should occur when base goes to Hurricane Condition 4.

  1. Notify Base Emergency Management Officer (EMO) 540-653-1726 of DYC beginning phase for hazardous conditions.
  2. Create list for On-call power boats for ferrying of boaters who move boats to anchorage.
  3. Create list for On-call personnel for moving exposed equipment.
  4. Email general notice of hazardous conditions that may require clearing of dock.

    The Date and time is: XXXXX. Dahlgren Yacht Club is now in the preparation stage of Hazardous Conditions Operations. Please monitor weather conditions and base status and insure that your boat is prepared to be removed from DYC facilities.

    If your boat is at the pier email BOG email to inform Dockmaster of your intent to trailer boat from facility or anchor in hurricane hole. Provide your name, phone number, slip number, boat info and intent to use DYC shuttle to/from boat. This is needed for evacuation planning and notification if problem observed with your boat in the hurricane anchorage.

  5. Email text alert to members.

Evacuation of facility

If conditions deteriorate or Base goes to Hurricane Condition 3 call necessary support personnel and notify slip and locker holders. Implement the following steps before base goes to Hurricane Condition 2:

  1. Call on-call ferry power boats and support personnel.
  2. Email members notice to remove all boats, trailers and lockers.

    The Date and time is: XXXXX. Dahlgren Yacht Club is now in Hazardous Conditions Operations.

    We are securing exposed equipment.

    All member boats, equipment and locker contents must be immediately removed from DYC facilities in accordance with the SOP. Email

    Remove all Hoses and Electrical Cords from Pier, suggest store on your boat.

    Secure dock lines tightly to dock/pilings to prevent coming loose if pier overwashed with waves, or remove and store on boat.

  3. Email text alert to members.

    Subject: DYC evacuate now.

  4. Shut off water to dock.
  5. Move exposed equipment to higher ground and secure:
    1. Equipment trailer.
    2. Tables and benches.
    3. Dumpster. F&L Construction or base forklift.
    4. DYC storage trailer and RC storage container.
    5. Sea Hunt boat.
    6. Ramp hoses and all hoses on dock.
    7. All power cords on dock.
    8. Obtain Sand Bags from NAVFAC and stage Sand Bags for blocking Dockhouse ground floor doors.
  6. Empty lower shelves of DYC lockers, all tools and electrical cables moved. Member lockers should be emptied of contents to allow later cleanup and drying out of locker room.
  7. Move Boats and floating docks:
    1. Notify EMO of next phase of preparations and that personnel will be coming to DYC for hazardous conditions operations.
    2. Call owners to clear dock, dry slips, and daysail racks.
    3. Open ramp and secure dock gate open.
    4. Sand Bag Dockhouse ground floor doors.
    5. Remove floating docks in accordance with SOP except store docks on grass in overflow area with docks tied to tree.
    6. Assist boaters in leaving dock.
    7. Help retrieve ferry boats.
  8. Before dock is awash:
    1. shut down power to dock.
  9. After dock is awash:
    1. Close and secure dock. NO non-emergency personnel will be allowed on dock while it closed! This means only Fire Department personnel have access!
    2. Call EMO and notify of closure.
    3. Email members notice DYC facilities are closed.

      The Date and time is: XXXXX. Dahlgren Yacht Club is now in Hazardous Conditions Operations. DYC facilities are closed to all non-emergency personnel.

    4. Email text alert to members.

      Subject: DYC facilities closed.

    5. Post notice of closure on roadway entry to DYC.
    6. Monitor DYC facilities and keep EMO 540-653-1726 apprised of situation as necessary.

Actions to Return to normal/limited operations

When conditions have returned to an acceptable level and return to “normal or limited operations” is warranted:

  1. Notify EMO 540-653-1726 of intent to return to normal or limited operations and to bring the boats back to the dock.
  2. Call support personnel to prepare for member return.
  3. Inspect the dock for damage and determine if it is safe for boats to return:
    1. Loose/broken boards.
    2. Pilings.
    3. Stringers.
    4. Finger piers.
    5. Debris in water that may damage boats.
    6. Electrical lines and outlets.
  4. Inspect the Dockhouse for structural damage, flood damage, functioning water and sewer.
  5. Take action to repair damage or otherwise determine how to use facilities at a limited capability.
  6. Inspect and take action to return parking, dry slips and daysail racks to normal or limited capability.
  7. Launch floating docks in accordance with SOP.
  8. Return Sea Hunt boat.
  9. Return Storage Trailer and RC storage container.
  10. Update notice of closure on roadway entry to DYC to indicate what is closed to member use.
  11. Inspect clubhouse for damage.
    1. Move sandbags from doorways, set aside for reuse if high tide expected.
    2. Clear water from building.
    3. Sterilize building floors with bleach.
    4. Sterilize ice machine if water rose to bottom of ice machine.
    5. Check electrical circuits for water damage.
  12. Notify EMO 540-653-1726 of start to return to normal or limited operations.
    • If Limited Operations:
      1. Email members with description of limited operations.

        The Date and time is: XXXXX. Dahlgren Yacht Club is now in Limited Operations. Due to storm damage the following portions of the facility are not available for use: XXXXXX

      2. Email text alert to members.

        Subject: DYC returning to limited operations, check email for restrictions.

      3. Update notice of closure on roadway entry to DYC to indicate what is closed to member use or remove if fully operational.
    • If Normal Operations:
      1. Email members with return to normal operations.

        Subject: DYC returning to Normal Operations

        Text:

        The Date and time is: XXXXX. Dahlgren Yacht Club is now in Normal Operations.

      2. Email text alert to members.

        To: members at dahlgrenyachtclub.org

        Subject: DYC returning to normal operations.

      3. Remove notice of closure on roadway entry to DYC.
      4. Dump sandbags on shoreline.
  13. Call on-call ferry boats for duty.
  14. As capabilities allow, call & email all boat owners to return boats to slips.
  15. After boats have returned, notify EMO 540-653-1726 of return to normal or limited operations.
  16. Prepare report of operations, damage, and status for EMO and BOG.

Prior Instructions

This procedure supersedes all previous DYC instructions concerning operation= of the this portion of the DYC facilities.
